ChangeUp is a Government initiative which began in 2005. It aims to improve voluntary and community sector infrastructure so that by 2014 frontline voluntary and community organisations have the support that they need to achieve their potential. That this support is available nationwide, that its effective, accessible, and reflects and promotes diversity and is sustainably funded.

ChangeUp is administered nationally by Capacitybuilders which was set up in 2006 to take over the management of the ChangeUp programme and to work with other funders to build the capacity of the Third Sector. It's vision is that:

“the needs of local voluntary and community groups will be met by high quality support, available locally, or where appropriate regionally, accessible to all, truly reflecting and promoting diversity and which is sustainably funded.”

Bexley is part of the East London CVS Network (ELN), an informal partnership comprising the 10 Councils for Voluntary Service in the boroughs of Redbridge, Havering, Tower Hamlets, Hackney, Newham, Lewisham, Barking and Dagenham, Greenwich, Bexley and the City of London, which themselves represent over 10,000 voluntary and community organisations.

The East London CVS Network exists to support and enhance the work of borough based CVS in East London so they can better engage with strategic agendas. In East London, the East London CVS Network facilitates the cross-sectoral ChangeUp East London Partnership and is responsible for overseeing the development of the sub-regional ChangeUp plan for East London.
